McADOO - McAdoo Borough Sewer Authority is considering a proposal from Jason Yuskoski of Black Diamond Energy Consultants and Vince DiMaio of National Utilities Refund, the same group that made a proposal recently to Tamaqua Borough Council.
Authority board Chairman Ron Simasek asked Yuskoski if they met before, and Yuskoski replied that they had. It was when Yuskoski was with Your Choice Energy and made a proposal on the authority's energy contract. But the board decided to stay with its energy supplier.
This time, DiMaio made the presentation, asking the sewer authority board to consider a two-year contract with National Utilities Refund, which also does business by the name Black Diamond Energy Consultants, to audit the authority's utility bills to make sure there are no overcharges or errors.
"We take a look at billing issues and we do the audit off-site," DiMaio said, adding that in Pennsylvania, such a review can go back 36 months.
DiMaio said his company has been in business doing audits since 1994.
If it finds any overcharges or any unnecessary charges by other utility companies, National Utilities Refund notifies the company and requests the refund, then splits the proceeds with the client.
National Utilities Refund would not collect any money unless it found an overcharge or error in the audit, and would not charge for the audit, according to DiMaio.
"Refunds are contingent upon a refund or there is no cost to McAdoo Borough Sewer Authority," DiMaio said to the board.
The two-year contract calls for automatic monthly renewals.
Sewer authority board solicitor John Vizentine, of the Slusser Law Firm, said the contract would have to be reviewed before the board could take any action.
Authority board member Joseph Stempko asked if National Utilities Refund had a client list in the area and was told by Yuskoski that the firm has clients in Pottsville, Mahanoy City, Frackville, Tamaqua and Shenandoah in Schuylkill County, along with Mount Carmel and other clients in Northumberland County. Yuskoski said he would provide a list to the board.
Simasek said the board would need time to look over the proposal before taking a vote at a future meeting.
