Shenandoah police to enforce parking at Shenandoah Valley

SHENANDOAH - The borough council adopted a resolution Monday to allow borough police to enforce parking rules at the Shenandoah Valley School District campus.

Beginning this school year, the district realigned its traffic pattern around its school buildings and restricted parking along Stadium Road - a school district road - and other roadways. District officials requested that borough police be permitted to enforce parking regulations.

"Now we're empowered to ticket on school district property," borough Manager Joseph L. Palubinsky said.

The resolution - 2013-6 - authorizes borough police to enforce, through borough codes and state traffic codes, those restrictions, which includes removing a vehicle and impounding it if parked in a tow-away zone that is marked by signs placed by the school district.

Concerning another matter, the borough police station in the municipal complex at Washington and Main streets will be getting a lighting system upgrade that will reduce electricity costs, according to Palubinsky.

"We had requested to participate in the PPL Electric e-Power discount program," Palubinsky said. "An assessment was performed on borough hall, the police station and the borough garage. They (PPL) came back with the results of the assessment on the police station and we will participate in the program."

Palubinsky said the light fixtures will be replaced with energy-efficient lighting at no cost to the borough. With the new lighting fixtures, PPL estimates there will be a reduction of $1,779 in annual electricity costs, the manager said.

"There is no cost to the borough for doing that," Palubinsky said. "We're still waiting for the results on the borough building and the garage."

The council approved the following board reappointments:

- Sewer authority: Gerald Sadusky.

- Water authority: Brian Rooney.

- Zoning hearing board: John Rooney.

- Board of health: Dr. Edward Kolonsky.

- Planning Commission: Cheryl Stanitis.

They were all reappointed for five-year terms in unanimous votes, with the exception of the water authority. The council split 3-3, with Mayor Andrew Szczyglak breaking the tie with a vote for Brian Rooney, who was recommended for reappointment by the Municipal Authority of the Borough of Shenandoah board.

The following were also reappointed:

- Civil Service Commission: Ronald Wasilewski for three years.

- Vacancy board: Robert Wasilewski.

- Consulting engineer: Alfred Benesch & Co., Pottsville.

In other business, the council:

- Adopted an ordinance to change the quarterly sewage fee from $66 to $72 as approved at a previous meeting.

- Approved the second payment of $9,449.88 to Schuylkill Paving Inc. for the 2012 road program.
